Questions to Consider in Working Groups:
Regulatory Process
- Discuss current regulatory situation for public health pesticides and identify the major regulatory
obstacles/issues in disease endemic countries that need to be addressed.
- Examine the capacity required by developing countries to undertake joint review/assessments and explain
what is required and how any shortfall in capacity can be overcome.
- Describe what an ideal global process would look like to overcome these challenges and make
recommendations on an actual process (include consideration of registration of new less harmful active
ingredients and registration of products).
- Describe in as much detail as possible how the recommended joint review/assessment process could
work in practice including:
- What elements would the process need to have?
- Where do the elements of hazard risk, safety and efficacy assessments fit in such work-sharing?
- How can such assessments be made more efficient to reduce duplication between countries?
- Which established regulatory or other international authorities would need to participate and in what capacity?
- What authorities in disease endemic countries would need to participate and in what capacity?
- How could participation of developing countries be encouraged?
- How would the results of the process be documented and communicated for its outcome to be most beneficial?
- Would the proposed process improve on the current regulatory challenges in all the countries? If not what are the alternatives?
- How could the challenge of differing capacities between countries be overcome
- Consider an appropriate design for a global pilot project to test the implementation of the above
recommended process.
Investment Incentives to Develop Public Health Pesticide Tools
- What new public health pesticide tools do you know of now which can promote sustainable
investment and what are their shortcomings?
- How can pesticide regulatory agencies provide investment incentives for public health pesticide
registration to enhance the availability of low risk and effective pesticide tools?
